Increases MO HealthNet Oversight Committee membership from eighteen to twenty-nine members, including expanded representation from physicians, nurses, mental health professionals, and specialized healthcare providers.

Adds new committee member categories including federally qualified health center representatives, durable medical equipment industry representatives, physical therapists, managed care organization representatives, and additional patient advocates.

Requires committee to meet at least four times annually and review participant satisfaction, health outcomes, evidence-based medicine practices, budget forecasts, and federal funding opportunities.

Directs committee to issue findings by July 1, 2011, on the success or failure of health improvement plans and recommend whether any should be discontinued.

Establishes a comprehensive entry point system subcommittee to develop recommendations for long-term care access, with a report due October 1, 2008, covering universal information systems, service planning mechanisms, and case management coordination.
