Establishes the Missouri Uniform Building Energy Code by August 28, 2011, based on the latest versions of ASHRAE/IESNA 90.1 and the International Energy Conservation Code (IECC)

Requires the Missouri Department of Natural Resources to review and update the code at least every three years and within nine months of new IECC or ASHRAE/IESNA standard publications

Mandates all counties and municipalities adopt the state energy code within 120 days of its establishment or amendment

Applies to all buildings designed, constructed, or renovated in Missouri except historic buildings, unheated structures, and certain low-energy-use or temporary structures

Assigns enforcement responsibility to municipalities with building permits and inspectors, while requiring designers and builders in areas without permits to file compliance certifications with the Department of Natural Resources
