Adds section 226.541 to Missouri law establishing standards for "conforming out of standard signs" that comply with August 27, 1999 regulations and the federal/state agreement from February 22, 1972

Permits sign owners to voluntarily execute partial waiver and reset agreements to relocate existing qualifying signs to the same or adjoining commercial/industrial property, with compensation for actual reset costs

Reinstates August 27, 1999 outdoor advertising rules and imposes a moratorium on new sign permits when the state highways and transportation commission approves funding for any phase of Interstate 70 or Interstate 44 construction

Lifts the moratorium and applies current rules upon completion of construction on any Interstate 70 or Interstate 44 section

Allows local zoning authorities to prohibit sign resets that fail to comply with local regulations, but requires local authorities to reimburse the commission for condemnation costs minus reset costs if they choose to prohibit resets
