Repeals and replaces section 376.805, RSMo, to prohibit health insurance contracts, plans, or policies delivered in Missouri from providing coverage for elective abortions except through an optional rider with an additional premium.

Defines "elective abortion" as an abortion for any reason other than a spontaneous abortion or to prevent the death of the pregnant woman.

Applies restrictions to all health insurers, nonprofit hospital and health service corporations, and health maintenance organizations operating in Missouri.

Prohibits all health insurance exchanges established within Missouri or administered by the federal government from offering any health insurance plans that cover elective abortions, including through optional riders.

Applies only to contracts, plans, or policies written, issued, renewed, or revised after September 28, 1983, with new contracts determined by new premiums charged.
