Repeals and replaces sections 77.110, 79.160, 80.210, and 115.127 of Missouri Revised Statutes relating to local government publication requirements.

Allows cities to meet financial statement publication requirements by posting a prominent link on the city website front page and maintaining the statement for at least six months, rather than exclusively publishing in newspapers.

Requires cities to display a printed notice at city hall with the website address where financial statements are posted, or alternatively send statements in writing or by email to residents if no website is available.

Applies same website publication alternatives to villages and boards of trustees for their financial statement disclosures.

Permits political subdivisions and special districts to notify the public of election filing dates by publishing on their website and in newsletters, in addition to or instead of exclusively using newspaper legal notices.
