Establishes the Joint Committee on Recovery Accountability and Transparency composed of 8 members (4 senators and 4 house members, split evenly between majority and minority parties) to oversee federal stimulus funds and prevent fraud, waste, and abuse.

Committee duties include reviewing contracts and grants reporting, competition requirements, job creation numbers, and wasteful spending; making recommendations to agencies; and submitting annual public reports to the governor and general assembly.

Committee expires March 1, 2013.

Requires the Missouri Accountability Portal to display daily reports of amounts withheld from the state operating budget by fund and total amount, searchable by citizens.

Requires the portal to display travel expenses for state employees and elected or appointed officials traveling outside the state.

Increases the inventory threshold for county property from $250 to $1,000 original value that county auditors must track annually.
