Repeals existing exemptions for police, deputy sheriffs, Missouri state highway patrolmen, Missouri national guard, and all teachers from collective bargaining rights, expanding those rights to all public employees.

Grants all public employees the right to form and join labor organizations and present proposals regarding salaries and employment conditions to their public body.

Prohibits discharge or discrimination against employees for exercising collective bargaining rights and bars intimidation or coercion to compel joining or refraining from labor organizations.

Requires public bodies to meet, confer, and discuss bargaining proposals in good faith with the exclusive bargaining representative.

Mandates that negotiated agreements be reduced to writing and presented to the appropriate governing body, with ratification by the exclusive bargaining representative required before implementation.
