Repeals and re-enacts section 376.1350, RSMo, defining terms used in utilization review and health insurance regulation for sections 376.1350 to 376.1390

Explicitly excludes supplemental insurance policies from the definition of "health benefit plan," including life care contracts, accident-only policies, specified disease policies, hospital fixed daily benefit policies, Medicare supplement policies, long-term care policies, and short-term major medical policies of six months or less duration

Applies the same supplemental insurance policy exclusion to the definition of "health carrier" to clarify which entities are subject to health insurance laws and regulations

Provides comprehensive definitions of 34 terms related to health insurance coverage, utilization review, emergency medical conditions, healthcare providers, and insurance plan types
