Adds "gifted education pupil count" to Missouri's school funding formula, defined as pupils identified as gifted under section 162.675 and enrolled in a gifted education program, not to exceed 5% of district enrollment.

Establishes that districts are not limited from identifying or serving more than 5% of enrolled pupils in gifted education, despite the 5% cap for funding purposes.

Beginning July 1, 2012, applies a weight of 0.25 (twenty-five hundredths) to the gifted education pupil count in the "weighted average daily attendance" calculation used for state aid distribution.

Repeal and replacement of section 163.011, RSMo, updating statutory definitions used in the school finance system to incorporate gifted education weighting.
