Creates a $30 surcharge in felony cases and $60 surcharge for Class A/B felonies in Missouri circuit courts, with $15 surcharge for other criminal cases, to fund the DNA Profiling Analysis Fund.

Establishes the DNA Profiling Analysis Fund administered by the Department of Public Safety, with all collected surcharge moneys directed to the highway patrol crime laboratory for DNA profiling analysis.

Adds a new statute of limitations exception allowing prosecution to continue when DNA evidence from a crime is developed and reported until the accused is identified by name based on a DNA match.

Expands DNA collection requirements to include individuals aged 17+ arrested for specified felonies (robbery, burglary, certain offenses under chapters 565, 567, 568, 573) and adds procedures for expungement of DNA records when charges are withdrawn, dismissed, or result in acquittal.

Declares the repeal and reenactment of section 488.5050 to be an emergency measure effective upon passage and approval.
