Creates a new Class B misdemeanor offense for refusing to submit to a chemical test of blood, breath, saliva, or urine under section 577.020, in addition to administrative driver's license revocation penalties.

Prohibits suspended imposition of sentence for refusing a chemical test unless the person is placed on probation for a minimum of two years.

Removes the one and one-half hour time limit for warrantless arrests for violations of sections 577.010 or 577.012, allowing arrests whenever an officer has reasonable grounds to believe a violation occurred.

Maintains an exception allowing arrests beyond the previous time limit when the person has left the accident scene or been removed for medical treatment.
