Establishes the "DREAM Act" (Development, Relief, and Education for Alien Minors Act) to allow non-citizens and non-permanent residents to qualify for in-state tuition at Missouri higher education institutions that receive state funds.

Requires individuals to have resided with a parent or guardian while attending a Missouri public or private high school and graduated or received a high school diploma equivalent in the state.

Requires at least two years of school attendance in Missouri as of the date of high school graduation or diploma equivalency.

Requires individuals who entered the U.S. prior to the bill's enactment to provide an affidavit stating they will apply for permanent U.S. residency at the earliest eligible opportunity.

Declared an emergency act effective July 1, 2010, or upon gubernatorial signature, whichever occurs later.
