Transfers appeal authority for crime victim compensation claims from the Division of Workers' Compensation to the Department of Public Safety Director, effective August 28, 2010.

Allows claimants to appeal the Director's decision to the Administrative Hearing Commission within 30 days of notification, with decisions binding and subject to further appeal by either party.

Establishes that all information and hearings on crime victim compensation claims shall be open to the public except for cases involving unapprised assailants, sexual offenses, minors, or records protected by other laws.

Requires the Director's decision to include notice of the right to appeal and specifies that petitions sent by registered or certified mail are deemed filed on the mailing date.

Directs the Director to promulgate rules and regulations under Chapter 536, RSMo to implement these provisions for sections 595.010 to 595.220.
