Creates the "Students First Interscholastic Athletics Act" to ensure every high school student in Missouri can participate in interscholastic athletics regardless of whether they attend public school, private school, virtual public school, or are homeschooled

Requires students unable to participate through their school of attendance to have the right to participate through their public school district of residence

Mandates schools offering interscholastic athletics publish by July 1st each year the specific sports and athletic programs offered, including approximate athlete participation numbers

Establishes eligibility requirements including: age 14-19, Missouri residency, U.S. citizenship or lawful presence, physician approval, satisfactory academic progress, and completion of school application

Prohibits schools from denying participation based on education program choice, though schools retain discretion to select team members based on athletic ability
