Increases board of trustees size from eight to ten members for certain first-class counties with charter government containing cities of 350,000+ population and first-class counties without charter government with population between 63,700 and 75,000, including mayors of the five largest water users.

Changes compensation schedule approval requirements for sewer district trustees from board resolution to county governing body resolution, order, or ordinance.

Expands authority for sewer district boards to fill trustee vacancies within sixty days if the appointing authority fails to do so, allowing remaining board members to fill the vacancy.

Allows cities and sewer districts in third-class counties to develop agreements for sewer service in annexed territories that were not receiving service at time of annexation, with court approval for territory detachment.

Establishes new section 393.320 creating procedures for appraisal-based ratemaking when large water utilities acquire small water utilities, with appraisals by three certified general appraisers and public service commission rate base determination.
