Mandates presentation of department-provided materials showing anatomical development at two-week gestational increments with color photographs, information on fetal viability, and statement that "life begins at conception."

Requires women to be offered opportunity to view ultrasound and hear fetal heartbeat at least 24 hours before abortion, with department-maintained list of free ultrasound providers.

For abortions at 22 weeks gestational age or older, requires physician to present information about fetal pain and offer anesthesia or analgesic to minimize pain to the unborn child.

Restricts abortion performance to licensed physicians only and prohibits health insurance exchanges from offering coverage for elective abortions; violation of physician-only requirement is a Class B felony.
