Requires law enforcement officers recovering child pornography images during criminal investigations to submit them to the National Center for Missing and Exploited Children's Child Victim Identification Program and request contact information for agencies that initially identified victims.

Mandates law enforcement officers submit contact information of the reporting agency to prosecuting or circuit attorneys when submitting cases for prosecution involving identified child pornography victims.

Establishes civil cause of action for persons who were victims of child pornography crimes (sections 573.020, 573.023, 573.025, 573.030, 573.035, or 573.037) before age fourteen to sue the convicted offender for actual damages and court costs including attorney's fees.

Sets minimum damages at $150,000 in civil actions brought by child pornography victims.

Limits civil actions to filing within three years after the later of: the final criminal order, law enforcement notification of the victim or parent/guardian, or when the victim reaches age eighteen.
