Repeals and replaces sections 473.739 and 473.742 relating to public administrator compensation in Missouri.

Public administrators in first classification counties without charter government receive $4,000 annual compensation if they do not collect at least $25,000 in fees, with optional increases up to $10,000 if fees fall below $45,000.

Public administrators in second, third, or fourth classification counties and St. Louis city must elect within 30 days of taking office to receive either salary or fees, with salary based on average number of open letters using a tiered schedule ranging from $7,500 to $59,000 for county positions and $65,000 minimum for St. Louis.

$2,000 of authorized compensation is only payable if the public administrator completes at least 20 hours of approved training instruction annually relating to office operations, unless exempted by the professional association.

Public administrators in first classification counties with population under 100,000 who elect to receive fees may voluntarily join the Missouri local government employees' retirement system.
