Repeals and replaces sections 320.106, 320.111, 320.131, and 320.136 relating to fireworks regulation in Missouri, updating definitions to reference current United States Department of Transportation classifications (UN0336, UN0333, UN0334, UN0335, UN0431, UN0432).

Requires all manufacturers, distributors, wholesalers, jobbers, and seasonal retailers to obtain permits from the state fire marshal before selling fireworks, with permit fees ranging from $50 annually for seasonal retailers to $775 for manufacturers and distributors.

Establishes two fireworks seasons when seasonal retailers may sell consumer fireworks: June 20 through July 10 and December 20 through January 2.

Prohibits possession, sale, manufacture, or use of certain dangerous devices including ground salutes ("cherry bombs," "M-80s," "M-100s") and requires hazardous materials that exceed consumer fireworks limits to comply with American Pyrotechnics Association standards.

Authorizes the state fire marshal to conduct inspections of fireworks facilities, withhold permits for unpaid state sales taxes, and assess civil penalties up to $1,000 per day of operation (maximum $10,000) for violations.
