Repeals and replaces sections 300.160 and 304.291 of Missouri Revised Statutes regarding pedestrian control signals

Adds language authorizing pedestrian control signals to display symbols of a walking person or upraised hand in addition to or instead of the words "Walk" and "Don't Walk"

Specifies that pedestrians facing a "Walk" signal or walking person symbol may proceed across the roadway and have the right-of-way from drivers

Prohibits pedestrians from starting to cross on a "Don't Walk" signal or upraised hand symbol, but allows those already crossing to complete their crossing to a sidewalk or safety zone

Establishes that flashing "Don't Walk" signals or flashing upraised hand symbols prevent new crossings but allow pedestrians already in the crosswalk to proceed to safety
