Creates new section 301.423 requiring persons in possession of fraudulently obtained certificates of ownership, license plates, or license plate tabs to surrender them to the director of revenue upon request, with failure to do so classified as a class A misdemeanor

Expands section 302.220 to prohibit displaying, possessing, lending, or misrepresenting licenses or nondriver identification cards that are fictitious, altered, canceled, suspended, revoked, or disqualified

Prohibits using false or fictitious names or addresses on applications for licenses or nondriver identification cards, and prohibits knowingly making false statements or concealing material facts in such applications

Establishes that making false unsworn statements or affidavits regarding motor vehicle matters under sections 302.010 to 302.540 is a class A misdemeanor, with a one-year license suspension following conviction

Sets statute of limitations for prosecuting false statement violations at one year from discovery by the director but no more than six years after the statement or affidavit was made
