Repeals and reenacts section 313.812 of Missouri law relating to excursion gambling boat licensing and penalties for gaming license holders.

Licensees violating lending provisions by loaning money for wagering purposes are subject to an administrative penalty of $5,000 for each violation.

License holders may be penalized, suspended, or have their license revoked for acts injurious to public health, safety, morals, or good order, including fraud, incompetence, or employing persons with criminal records.

Excursion gambling boats must meet chapter 306 requirements and pass sanitary facility inspections to protect environment and water quality, with inspection costs paid by the licensee.

License holders cannot be subject to penalties, suspension, or revocation solely for inadequate or declining income.
