Establishes equal reimbursement rates for physicians and optometrists providing services under the MO HealthNet program.

Requires health benefit plans, third party administrators, and pharmacy benefits managers to process and pay medical assistance subrogation claims within three years from service date and allows enforcement actions within six years of claim submission.

Creates an in-home services gross receipts tax not to exceed 6.5% on payments to in-home services providers, with revenues deposited in a dedicated fund for in-home services payments; tax expires September 1, 2012.

Requires all in-home services provider agencies and personal care vendors to implement telephone tracking systems by July 1, 2015 to record service delivery dates, times, client identity, and attendant information for payroll and billing purposes.

Establishes procedures for home and community-based care assessments allowing independent third-party assessors to conduct evaluations and modifies eligibility determination timelines for MO HealthNet-funded long-term care services.
