Requires all noninvasive vascular laboratories in Missouri to be certified by either the Intersocietal Commission for the Accreditation of Vascular Laboratories (ICAVL) or the American College of Radiology (ACR) in addition to existing medical facility licensure requirements.

Mandates all laboratories complete the accreditation process by July 1, 2011, including completion of organization standards and any applicable service-specific standards.

Requires laboratories to submit documentation to the Department of Health and Senior Services by October 1, 2011, confirming accreditation with ICAVL or ACR.

Prohibits laboratories that fail to obtain or lose accreditation from charging, billing, or receiving compensation for services after accreditation failure or loss.

Authorizes the Department of Health and Senior Services to prescribe required document forms and promulgate rules to implement the accreditation requirements under Chapter 536 rulemaking procedures.
