Repeals section 67.1360, RSMo and enacts three new sections (67.1360, 94.832, and 94.845) relating to transient guest taxes in Missouri cities and counties.

Authorizes 33 specified cities and counties to impose a tax of 2-5 percent on sleeping room charges paid by transient guests at hotels, motels, bed and breakfast inns, campgrounds, and recreational boat docking facilities.

Requires voter approval through a state general, primary, or special election before any transient guest tax becomes effective; tax becomes effective the first day of the second calendar quarter following the election if approved by majority vote.

Specifies that tax revenue must be used solely for promoting tourism, with certain exceptions allowing use for tourism and infrastructure improvements or general revenue purposes depending on the jurisdiction.

Allows cities and counties that have adopted the tax to submit repeal questions to voters at any available election date, with repeal becoming effective December 31 of the year approved.
