Increases lien coverage area from one acre to three acres for architects, engineers, landscape architects, land surveyors, well diggers, and demolition workers.

Requires courts to appoint a disinterested referee licensed in Missouri mechanics lien and construction law within ten days of service, with referee to assess validity and priority of all liens within 45 days.

Adds mandatory attorneys' fees awards to court judgments: owners who refused full contract payment must pay lien claimant fees; claimants bringing frivolous liens must pay owner fees.

Modifies lien filing requirements to allow statement of dollar amount instead of itemized account, and requires petition to name property owners and request referee appointment.
