Repeals section 307.365 RSMo and enacts two new sections (307.356 and 307.365) relating to the vehicle safety inspection program.

Requires the Missouri State Highway Patrol superintendent to issue rules and regulations to computerize the vehicle safety inspection program, eliminate paperwork, eliminate inspection stickers, and increase consumer protection.

Increases the maximum inspection fee from $12 to $15 for standard vehicles and maintains the $10 maximum fee for trailers and motorcycles.

Increases the fee collected by the highway patrol from $1.50 to $2.00 per certificate of inspection issued to stations, with $1.50 credited to the state highway fund and $0.50 to the newly created "Highway Patrol Inspection Fund."

Any rules or regulations created under section 307.356 proposed or adopted after August 28, 2010 are declared invalid and void if they conflict with the general assembly's rulemaking review powers under chapter 536.
