Increases board of trustees membership from eight to ten members for first-class charter counties with cities of 350,000+ population and certain other first-class counties with specific population ranges (63,700-75,000).

Board composition changes to include county executive, mayors of five largest cities by flow (instead of four), and mayors of three additional cities on advisory board (instead of two).

When sewer district extends into bordering county, board size increases from nine to eleven members with presiding commissioner or county executive of adjoining county as additional member.

Allows sewer subdistricts in certain first-class counties (82,000-82,100 population) to issue bonds with three-quarters written assent of customers instead of requiring four-sevenths voter approval.

Defines "customer" for bond issuance purposes as any political subdivision within the subdistrict holding a service or user agreement with the common sewer district.
