Adds six new sections (196.1020-196.1035) to Chapter 196, RSMo relating to tobacco master settlement agreement compliance and enforcement.

Requires all tobacco product manufacturers selling cigarettes in Missouri to submit annual certifications by April 30th, with participating manufacturers listing brand families and nonparticipating manufacturers providing detailed sales data, escrow fund information, and compliance documentation.

Establishes a director-maintained directory of compliant tobacco manufacturers and brand families, updated monthly, that becomes effective immediately for manufacturers and on staggered dates (first of following month for wholesalers, fifteenth for retailers) to allow inventory sell-down.

Prohibits wholesalers and retailers from purchasing, stamping, selling, or possessing cigarettes from manufacturers or brand families not listed in the directory, with violations subject to civil penalties up to 500% of retail value or $5,000 per violation, license suspension/revocation, and seizure/destruction of contraband cigarettes.

Creates the "Tobacco Control Special Fund" to collect penalties and disgorgement of profits from violations, to be used solely for administering these provisions, and declares the act an emergency measure effective upon passage.
