Repeals section 414.072 and enacts two new sections (319.150 and 414.072) relating to motor fuel training and equipment requirements

Authorizes the board of trustees of the petroleum storage tank insurance fund to create and maintain an underground storage tank operator training program at no cost to required participants, developed in collaboration with the department of natural resources, department of agriculture, and private sector

Requires the director to test and inspect motor fuel measuring devices at least every six months for sellers of 200 or more gallons per month (annually for marine installations) and disregard manufacturer expiration dates when replacement is not necessary

Prohibits modifications to how motor fuel is measured or dispensed in retail transactions unless specifically authorized and mandated by state statute, restricting automatic adoption of national standards or rules

Establishes that manufacturer expiration dates on motor fuel measuring devices and dispensing equipment do not impose new or additional liability on motor fuel retailers and wholesalers
