Commissioner of Administration may waive competitive bid and proposal requirements for purchases up to $10 million with contracts not exceeding 12 months if expedited negotiation would avoid annual opportunity costs of 5% or more

Commissioner must post notice of proposed purchase at least 10 business days in advance on the office of administration's website

Commissioner must provide contract information to state auditor, legislative leadership, and relevant committee chairs at least 15 business days before signing, including offeror names, amounts offered, and projected cost savings

Contract must be awarded to the lowest and best offeror based on established evaluation criteria, with fair and equal treatment of all responsible offerors during negotiations

Commissioner of Administration must complete an internal examination audit by January 1, 2016, documenting actual cost savings or losses from expedited contracts and deliver report to state auditor and legislative leadership
