Establishes that law enforcement agencies must report accidents involving uninsured nonresident motorists to the director, and residents may report such accidents under existing accident reporting procedures.

Authorizes courts to suspend nonresident driving privileges in Missouri and notify the nonresident's home state licensing authority for violations of financial responsibility requirements.

Violation of financial responsibility requirements remains a class C misdemeanor, with courts able to impose suspension, point assessments, or supervision orders on convicted offenders.
