Repeals and replaces section 184.362, RSMo, relating to metropolitan zoological park and museum districts

Maintains that institutions, museums, and parks shall remain forever free to district residents while allowing admission fees for nonresidents upon application and majority vote by the district board

Allows subdistricts to contract with third parties for service provision and permits both the subdistrict and contracted party to apply for nonresident admission fees

Expands contracting authority by allowing commissions and contracted parties to enter into agreements for charges related to use, enjoyment, purchase, license, or lease of any property, facility, activity, exhibit, function, or personnel

Preserves commission powers over budget control, facility construction and maintenance, employee appointments, and authority to exclude persons who willfully violate facility rules
