Establishes the Early High School Graduation Scholarship Program administered by the Department of Higher Education to provide tuition and mandatory fee assistance to students who graduate from Missouri public high schools in 41 months or less

Awards eligible students a scholarship equal to 80% of the school district's state aid attributable to that student, and provides the student's high school a grant equal to 20% of that state aid when the student accepts the scholarship

Requires students to be U.S. citizens or permanent residents, attend Missouri public high schools for the majority of their high school years, and obtain parental approval to qualify

Allows scholarship recipients to use funds at public or private Missouri institutions of higher education for tuition and mandatory fees, with funds generally required to be used within one year of high school graduation

Permits extensions for students serving in nonprofit organizations, government agencies, or armed forces (up to 27 months for nonmilitary service, 6 months for military service) and for students experiencing severe hardship as determined by the Department of Higher Education
