Transfers the Missouri Brain Injury Advisory Council from the office of administration to the department of health and senior services by executive order 05-09 issued February 2, 2005

Reduces council membership from 25 to 15 members through attrition, with four members representing persons with brain injuries or their relatives and eleven members from professional groups, health institutions, community groups, and private industry

Establishes ex officio, nonvoting positions for state agency representatives with services impacting brain injury survivors, appointed by their respective agencies

Changes council meeting frequency from every 90 days to at least four times per year and eliminates member compensation while retaining reimbursement for actual and necessary expenses

Renames all references from "head injury" to "brain injury" throughout statutes 192.735-192.745 and 199.001-199.051 related to injury prevention, rehabilitation services, and the brain injury fund
