Prohibits state agency directors, employees, and political subdivision officers from using public funds or public property (including computers, email, and internet networks) to advocate for or against legislation, ballot measures, or candidates.

Allows exceptions for public officials to make public appearances and issue press releases concerning ballot measures.

Establishes penalties of class A misdemeanor for knowingly violating the public fund prohibition, with employing agencies subject to appropriation reductions up to $100,000 per violation.

Bars any person serving as a lobbyist from being appointed to or serving on state constitutional commissions or state committees formed primarily to advise or inform general assembly members.

Removes the "After January 1, 1992" effective date language from the lobbyist restriction provisions, making them immediately applicable.
