Municipalities cannot require employees to reside within city boundaries if the only available public school district is or has been unaccredited or provisionally accredited within the last five years of the employee's employment

Charter schools are excluded from the definition of public school for purposes of this requirement

Employees who moved outside the municipality or did not reside within it due to school accreditation issues are not required to establish residency if the school district later becomes fully accredited

Creates new section 71.215 in Missouri Revised Statutes, known as the "Education Freedom Act"
