Eligible project costs include land acquisition, infrastructure construction, building development, professional fees, and financing costs, with municipal funding required to constitute at least 10% of eligible project costs excluding financing

Establishes an annual aggregate cap of $60 million for Missouri Jobs for the Future revenue disbursements beginning in fiscal year 2011, increasing 10% annually for five years then remaining constant, with Department of Economic Development certifying plans that demonstrate net benefit to the state

Limits project development and obligation repayment to 25 years from project adoption, with no projects approved after 10 years from plan adoption, and prohibits districts from using eminent domain
