Establishes the "Local Foods Initiative" administered by the Missouri Department of Agriculture to improve business climate for small farmers and small agribusinesses and promote a sustainable food system, subject to appropriation.

Creates the "Farm Fresh Schools Program" to increase access to and consumption of locally grown and processed foods in schools through assessment of available products, linking farmers with schools, and promoting school gardens.

Establishes a certification program for small farmers and small agribusinesses to be officially designated as producers of locally grown and processed agricultural products, with administrative penalties of $500 for first offense and $1,000 for subsequent offenses for unauthorized use of program trademarks or logos.

Authorizes a community gardens grant program to establish community gardens and enhance availability of fresh fruits and vegetables, especially in urban areas, with grants awarded on a competitive basis.

Deposits all appropriated funds and donations into a "local foods initiative subaccount" within the existing AgriMissouri fund and grants the Department authority to promulgate rules to implement the initiative.
