Requires any contractor who installs or services fire sprinkler systems to register with the state fire marshal and obtain a certificate of registration

Establishes a seven-member Fire Sprinkler System Advisory Council to guide the state fire marshal in administering the certification program, with members nominated by the largest fire sprinkler contractor associations in the state

Sets qualification requirements for certification, including: five years of fire sprinkler experience, employment of a licensed professional engineer with fire protection credentials, or employment of a NICET Level III or IV certified employee with supervisory experience

Requires applicants to maintain general liability insurance with minimum coverage of one million dollars aggregate for bodily injury and property damage

Authorizes the state fire marshal to refuse, suspend, or revoke certificates for fraud, incompetence, criminal convictions, violation of regulations, or operating without required insurance coverage
