Amends Chapter 67, RSMo by adding section 67.3025 to authorize counties of the third classification with township form of government and between 8,900 and 9,000 inhabitants to contract with private corporations for wholesale water delivery for domestic consumption.

Permits qualifying counties to acquire, own, and hold water mains or interests in water mains jointly with private corporations operating in Missouri to procure adequate water supplies for county inhabitants.

Applies specifically to third classification counties with township government structure meeting the specified population range of more than 8,900 but fewer than 9,000 residents.
