Repeals and replaces section 163.031, RSMo, governing state funding distribution to school districts based on weighted average daily attendance, state adequacy target, and dollar value modifier.

Establishes minimum state revenue thresholds for school districts in 2006-07, 2007-08, and 2008-09, with specified percentages of the dollar value modifier applied based on district size and prior-year funding.

Requires the state adequacy target to remain fixed and not be adjusted downward due to insufficient appropriations in any year governed by the modified formula.

Specifies that if appropriated funds are insufficient or withheld, distribution or withholding must occur on an average daily attendance basis across all eligible districts rather than proportionally reducing all districts equally.

Includes provisions for categorical add-ons covering transportation costs, career ladder entitlements, vocational education, and special programs, with adjustments allowed to accommodate available appropriations.
