Repeals and reenacts sections 103.003, 103.005, and 103.036 of Missouri Revised Statutes to include small employers in the state health care plan

Defines "small employer" as an employer who employed an average of at least one but not more than fifty persons during the preceding calendar year and employs at least one person on the first day of the plan year, including sole proprietors and partners

Establishes the Missouri Consolidated Health Care Plan as a body corporate to cover medical expenses for state officers, employees, retirees, their eligible dependents, and small employer health plans

Requires the board of trustees to maintain a separate benefit trust fund account for small employer premiums, payments, and income, distinct from the main state employee benefit fund account

Authorizes the plan to sue and be sued, transact business, contract, invest funds, and hold property necessary to carry out its purposes under sections 103.003 to 103.175
