Adds new category (g) to State Legal Expense Fund coverage for physicians, surgeons, therapists, dentists, podiatrists, optometrists, pharmacists, psychologists, and nurses licensed under Missouri law who contract with the Department of Social Services (MO HealthNet and Family Support divisions) or Department of Mental Health to provide consultant services.

Limits State Legal Expense Fund coverage for medical consultants under paragraph (g) to a maximum of $500,000 for all claims arising from the same act or acts in a single cause and $500,000 per individual claimant.

Excludes private malpractice insurance from being considered available to cover claims for which the state legal expense fund is liable, but allows professionals to purchase additional insurance exceeding state fund limits.

Requires the Department of Social Services to promulgate rules regarding contract procedures and documentation of services provided under the new consultant provision.

Specifies that State Legal Expense Fund coverage continues for damages occurring while the new provision is in effect, even if subsequently repealed or modified.
