Allows licensed physicians to prescribe and dispense antibiotic medications in pill form to partners of infected persons without an established physician-patient relationship, though participation is optional.

Provides civil liability immunity to physicians using expedited partner therapy unless they act negligently, recklessly, in bad faith, or with malicious purpose.

Requires the Department of Health and Senior Services and the Division of Professional Registration within the Department of Insurance, Financial Institutions and Professional Registration to jointly develop implementation guidelines by rule.
