Increases the threshold for asbestos abatement projects subject to state regulation from 10 square feet or 16 linear feet to 160 square feet or 260 linear feet (or 35 cubic feet).

Requires asbestos abatement project applicants to submit certification of asbestos inspection survey completed by certified inspector at least 10 working days in advance, rather than 20 days.

Updates OSHA standard references from 29 CFR 1926.58 to 29 CFR 1926.1101 throughout the asbestos regulations.

Changes certification renewal requirements so individuals must complete annual refresher training within 12 months of expiration, replacing the prior 24-month lapse provision.

Repeals sections 643.253, 643.260, and 701.332 (related to school district asbestos requirements and residential dwelling exemptions) without enacting replacements.
