Allows wineries, distillers, manufacturers, wholesalers, and brewers or their designated employees to provide and pour distilled spirits, wine, or malt beverage samples off licensed retail premises for tasting purposes without sales transactions.

Permits sample provision on temporary licensed retail premises and tax exempt organization premises as described in sections 311.218, 311.482, 311.485, 311.486, 311.487, and 311.090.

Allows sample provision on licensed retail premises where the retailer maintains a special permit under section 311.294 or holds a by-the-drink-for-consumption-on-the-premises-where-sold retail license.

Prohibits manufacturers and wholesalers from giving money or anything of value to retailers for the privilege or opportunity of conducting on-premise product tastings.

Defines a "sales transaction" as an actual and immediate exchange of monetary consideration for immediate delivery of goods at the tasting site.
