Repeals and replaces section 170.015, RSMo regarding human sexuality education to require medically accurate, peer-reviewed instruction that presents abstinence as the only sure way to avoid pregnancy or sexually transmitted infection while including comprehensive information about contraceptives, vaccines, sexual predators, and decision-making skills.

Removes provisions that prohibited schools from partnering with abortion providers for sexuality education.

Creates section 191.648 allowing licensed physicians to utilize expedited partner therapy to treat sexual partners of persons with chlamydia or gonorrhea without a physician-patient relationship, with civil liability immunity unless acting negligently or in bad faith.

Enacts section 191.720 ("Birth Control Protection Act") establishing that consenting individuals have a protected right to obtain and use safe and effective contraceptive methods without government interference or discrimination.

Creates sections 338.012 and 338.014 requiring licensed pharmacies to dispense prescribed drugs and over-the-counter contraceptives without delay and without intimidating or harassing customers, with options to obtain unavailable items through expedited ordering or referrals to other pharmacies.
