Electrical corporations must achieve annual electricity savings of 0.5% of baseline by 2011, increasing to 1.3% by 2015 and 2% by 2019; gas corporations must achieve 0.2% by 2011, increasing to 1.5% by 2019

Electrical corporations must implement peak demand reduction programs achieving 0.75% of baseline savings by 2011, increasing to 1% by 2018

Commission must promulgate rules within 9 months and utilities must file biennial energy efficiency plans detailing programs, funding, and compliance measures; plans subject to 120-day commission approval process

Utilities failing to meet performance standards face civil penalties of $100 per megawatt-hour of electricity savings shortfall or $10 per million BTU of natural gas savings shortfall, with amounts paid to the Department of Natural Resources for energy efficiency programs
