Repeals and reenacts sections 313.805 and 313.830, RSMo, relating to prohibited acts on excursion gambling boats and the gaming commission's jurisdiction and powers.

Authorizes the gaming commission to regulate excursion gambling boat operations including licensing operators, establishing operational standards, and investigating violations.

Modifies the prohibition on exchanging tokens, chips, or credit for value to allow exchanges as payment for food or beverages on excursion gambling boats, in addition to wagers on gambling games and money exchanges.

Establishes criminal penalties for illegal gambling operations, including class D felony for operating without a license and class B or A misdemeanor for age-related violations (permitting or making wagers by persons under 21).

Defines class D felony offenses including bribery, cheating, use of cheating devices, counterfeiting chips, false statements to the commission, and other fraudulent gambling practices, with lifetime bans from excursion gambling boats as additional penalties.
